three variances granted to a
previous owner.
This
is a
doubtful
procedure.
I would have granted a
two year variance
in
order
to give
sufficient time
for
the
Illinois Environmental
Protection
Agency’s promised revisions of
the solid
waste rules to be
enacted.
The Board here
is forcing a small company into an
expensive site—specific rulemaking which may well be mooted
a year later.
