PROPOSED ORDER OF THE BOARD

On October 13, 1977 the Board authorized hearings on a
proposal by petition from 240 concerned citizens in Rock Island
to place a minimum distance of 2000 feet between new landfill
sites and existing public school facilities.
A hearing was
held in Rock Island,
Illinois on January 20,
1978. Shortly after
this hearing,
the Agency denied an application by the City of
Rock Island for a permit to develop a landfill
site.
This
application was the reason this regulatory proposal was filed.
A second hearing was held in Chicago on February 3, 1978.
The
proponents of this regulation were neither present nor repre-
sented by counsel
at the Chicago hearing. An economic impact
study has now been received by the Board from the Institute of
Natural Resources.
Despite repeated attempts by the Hearing Officer to
elicit a response,
none of the proponents has indicated any
recent interest in this proceeding. The Board views this
proceeding as rather narrow in scope and does not choose to
go forward with it on its own motion at this time.
The
Board hereby directs the Clerk to mail
a copy of this Proposed
Order to all of the participants
in this proceeding.
If
none of them indicates a desire to pursue this matter within
sixty days of the date
of this Order,
this proceeding will
be dismissed.
