SUPPLEMENTAL STATEMENT
(by Mr. Dumelle):
Cases such as these, wherein conditions are set and penalties
paid conditional on dimissal of the Complaint seem to involve “double
talk”.
No one agrees to conditions which involve
an expense and also
agrees to pay a penalty without some guilt in the matter.
The last provision under “B” requiring twice daily inspections
during ozone alerts is not substantiated,
Is there some contention
by the parties that methane releases provide hydrocarbons which are
reactive during photochemical smog episodes?
If
so,
this would be
contrary to most scientific holding.
Lastly,
since
this
same
methane
is
beinq
flared,
the possibility
of energy recovery is raised.
Landfills are really slow—acting
digesters and it
is to be hoped that Sexton will explore ways
to use-
fully utilize this energy.
