    This matter
    comes
    before the Board upon a November 30,
    1984,
    motion to dismiss filed on behalf of Browning—Ferris
    Industries
    alleging that Concerned Neighbors for a Better Environment
    (CNBE)
    has no standing to bring this appeal because they “were not
    parties to these proceedings, nor do they have any standing to
    become parties since said corporation
    is not an adjoining
    property owner~”
    CNBE
    filed a response on December
    6,
    1984,
    stating that it appeared at the County9 s public hearing and that
    “each of seven directors of said organization is located so as to
    be personally affected by the proposed facility.”
    These are
    adequate allegations to allow CNBE to initiate this action,
    there
    being no requirement that they be adjoining property owners.
    (See Section 40,1(b)
    of the Illinois Environmental Protection
    Act).
    The motion to dismiss
    is hereby denied.
