    to allow sanitary sewer
    extensions tributary to
    the
    St. Charles Sewage Treatment Plant in
    St. Charles,
    Illinois
    to a proposed shopping center to be located
    on a
    60 acre tract north of Route
    38 between 14th Street and
    Randall Road in the City of St. Charles,
    Illinois.
