My reason for dissenting
lies
in the possible health danger
to persons using the Illinois River downstream of the Calumet
Sewage Treatment Plant.
The record in P37—12,

D, was included in this proceeding
at the Petitioner’s request,
In that record,
Dr. Charles
Haas,
an expert in microbiology, had estimated fecal coliform lt~vels
at Morris,
Illinois at 28,700 colonies per 100 ml
if the ‘lisinfection
in the Chicago area ceased.
The Calumet STP discharges ahout
one—seventh of the total Chicago—area sewage plant
flow.
Applying
the one—seventh figure
to the 28,700 figure results
in levels
of 4,100 colonies per 100
ml at Morris.
The Chicago beach closing
standard
is
500,
The Morris location
is significant because
it is a center ~or
water-skiing.
No protection
in this variance
is given to those
using the Illinois River
if bacterial
levels
in fact rise above
500 and approach 4,100.
I would have required bacterial uonitoring
at Morris and a resumption of disinfection for levels over 500
during the water—skiing
season.
