Petitioner
is
hereby granted a variance from Rules
105(a),
204(f)(l)(A), and 204(f)(2)(A)
of the Air Pollution
Control Regulations from October
1,
1979 until October 31,
1979
subject to the following conditions:
a)
During the shutdown and maintenance of the Weliman—
Lord system,
Petitioner shall continuously monitor
wind speed, wind direction, and concentration of
sulfur dioxide emissions.
If wind speeds
in
excess of 15 knots persist for more than three
hours in any one direction,
Petitioner shall
reduce sulfur dioxide emissions to 736 pounds per
hour or less until
such high wind speeds have
diminished.
b)
Within
28 days of the completion of maintenance on
the
Weilman—Lord system,
Petitioner shall submit
records to the 7~gencyspecifying wind speeds, wind
directions, and quantities of sulfur dioxide
emissions for every one hour period during this
maintenance program.
These reports
shall be
submitted to the following address:

Division of Air Pollution Control

c)
Within 45 days of the date of this Order,
Petitioner
shall execute
a certification of acceptance and
agreement to be bound to all the terms and conditions
of this variance.
This
45 day period shall be
held in abeyance if this matter
is appealed.
The
certification shall
be forwarded to the address
in
paragraph
(b)
and shall read as follows:
