The Agency requests that Rule~3

(g)

be amended to indicate that the exemption

procedure provided

in subparagraph

(g)

be applicable only to

combustion emission sources burning solid

fuel exclusively.

It

is not possible under the Administrative Procedure Act

to amend

the rules now filed without formal

rulemaking.

Therefore,

the Agency may propose these revisions

in a new rulemakinq.
