ORDER OF THE BOARD (by J.P. Novak):

This matter is before the Board on a June 7, 2005, complaint filed by the People of the
State of Illinois (People) against Precision Twist Drill Company (PTDC).
    See
    415 ILCS
5/31(c)(1) (2004); 35 Ill. Adm. Code 103.204. In the complaint, the People allege that PTDC
violated Sections 9(a) and 39.5(6)(b) of the Environmental Protection Act (Act) (415 ILCS
    5/9(a) and 39.5(6)(b) (2004)) and 35 Ill. Adm. Code 218.204(j)(4) and 218.211(c). The People
further allege that Precision Twist Drill Company violated these provisions by (1) failing to
obtain a Clean Air Act Permit Program permit and pay permit fees; (2) violating volatile organic
material emission limitations; and (3) failing to maintain records and submit required reports.
The complaint concerns PTDC’s drill bit manufacturing facility at 301 Industrial Drive, Crystal
    Lake, McHenry County.

On July 19, 2005, attorney John J. McAleese, III filed a motion requesting to be admitted
    pro hac vice
in this matter on behalf of PTDC. McAleese asserts that he was admitted to
practice in the Commonwealth of Pennsylvania in 1989, that he is a member in good standing of
the Bar of the Commonwealth of Pennsylvania, and that he is an attorney with the firm of
Morgan, Lewis & Bockius LLP in Philadelphia.

To date, the People have not filed a response to the motion to appear
    pro hac vice
    in this
matter. If a party files no response to a motion within 14 days, the party will be deemed to have
waived objection to the granting of the motion.
    See
35 Ill. Adm. Code 101.500(d). The Board
hereby grants McAleese’s motion to appear
    pro hac vice
before the Board in this matter.

    IT IS SO ORDERED.

I, Dorothy M. Gunn, Clerk of the Illinois Pollution Control Board, certify that the Board
adopted the above order on August 4, 2005, by a vote of 5-0.
