The April 27,

1982 decision of the County Board of

DuPage granting site approval for the expansion of the Mallard

Lake landfill is overturned on grounds of procedural deficiencies

and fundamental unfairness.

2.

This action is remanded for an additional public

hearing, and other action consistent with the Opinion of the

Board to be issued September 2,

1982.
