I do agree with the majority
to give a variance to
Knoxville until July 1,
1987,
I do not
agree with
ordering
a
connection to the Gaiesburg water system0
There are two
reasons for
this~ First, to
order
connection
to Galesburg perhaps puts Knoxville in a
situation where it can~
not freely negotiate
on
costs0
Second,
the
violations
may
be
de minimus in nature0
Fluoride, at 2~1O

is
only

over
the
standard~ And gross alpha, which ranges fro~m

pico curies per liter, is perhaps 40
over
the standard0
The
Board has allowed gross alpha variances
in the past
of
this
magnitude
A concern
expressed in Board discussion was the amount of
radium

content in the Knoxville water0
