    On September
    18, 1979 the Environmental Protection Agency
    (Agency)
    filed a motion for leave to supplement the record with
    transcribed testimony of witnesses John Jameson, Meredit~i
    Ellsworth and Larry Ufkin.
    This testimony was given on October
    5 and 6,
    1977 and was ruled inadmissible by the Hearing Officer,
    but accepted as
    an offer of proof.
    These offers of proof were
    inadvertently omitted from transcription.
    The motion is granted.
