SUPPLEMENTAL STATEMENT (by J.
D.
Dumelle):
While
I approve the decision in
this
matter
I have some
concerns about ordering the paving of two open ditches in order
to elin~inatelow spots and subsequent sludge deposits.
The sludge
now
deposited in these ditches must deposit
somewhere.
It seems to me that the Main Branch of Sugar
Creek
may now begin to experience these sludge deposits.
The 3~year
monitoring
program
required
in
the Order should especially
look for new sludge deposits in Sugar Creek.
