The
Illinois
Pollution
Control
Board
(Board)
hereby
proposes for final comment the following sulfur dioxide
ambient air quality standard as an amendment to the Air
Pollution
Regulations.
Rule
308:
Sulfur Oxide
(Sulfur Dioxide)
(a)
Primary Standards.
The primary ambient air quality
standards for sulfur oxides measured as sulfur dioxide
are:
(A)
an annual arithmetic mean concentration of 80
micrograms per cubic meter
(0.03 ppm)
;
and
(B)
a maximum
24—hour concentration not to be exceeded more than once
per year of
365 micrograms per cubic meter
(0.14 ppm).
(b)
Secondary Standard.
The secondary ambient air
quality standard for sulfur oxides measured as sulfur
dioxide is
a maximum 3—hour concentration not to be
exceeded more than once per year of 1,300 micrograms
per cubic meter
(0.5 ppm).
(c)
Measurement Period.
For determining conformance
with sulfur oxide air quality standards, sulfur oxides
shall be measured as sulfur dioxide by the pararosanilinie
method as described in 40 CFR Part 50, National Primary
and Secondary Ambient Air Quality Standards, Appendix
A,
or by an equivalent method of proof approved by the
Agency.
This amendment was originally contained in the Board
proposal for the adoption of air quality standards which was
published in Newsletter #47 on May
8,
1972.
The Board
conducted hearings on June 15, 1972
in Chicago and June 16,
1972 in Granite City on the proposal.
On May
3,
1973 the
Board enacted the air quality standards with the exception
of Rule 308: Sulfur Oxide which was again proposed for final
comment.
This modified proposal was published in Newsletter
#65 on May 17,
1973.
This modified proposal contained a
tighter standard applicable in the Chicago and St. Louis
major metropolitan areas.
Since the original hearings on

the ambient air quality standards, R72-7, the Board has held
exhaustive inquiry hearings on sulfur dioxide removal technology,
R74-2.
The Board hereby incorporates the following portions
of the record produced in R74-2, which dealt with health
aspects of sulfur dioxide, within the record of R72—7:

The proposal in its present form is identical with the
federal ambient air quality standards pertaining
to sulfur
dioxide which appear at 40 CFR Part 50.4 and 50.5.
They
differ from that published in Newsletter #65 in that the
Board has decided to delete the proposed secondary annual
ambient air quality standard and the alternate standards
applicable
in the Chicago and East St. Louis major metropolitan
areas.
The deletion of the secondary ambient air quality
standard is consistent with the revision of
40 CFR Part 50.5
which revoked the federal secondary annual ambient air
quality standard for sulfur dioxide
(30 F.R.
178, pages
25678
through 81
(September 14, 1973)).
The public comment period on this proposed amendment to
the Air Pollution Regulations shall extent until March 31,
1975.
It is not anticipated at this time that additional
hearings will be necessary prior to the adoption of this
proposal.
