    On October 15, 1981, Dubuque Packing Company filed a Motion
    for Voluntary Dismissal of this consolidated proceeding, which
    involved an appeal of two permits and a permit denial.
    Subse-
    quent to discovery and negotiations,
    an operating permit,
    in
    place of the disputed permits and denied permit,
    was agreed to
    by both parties.
    The Motion is hereby granted.
