This matter comes before
the Board upon a June
25,
1985,
complaint filed by Joseph A. Adams of Huntley,
IL.
This
complaint is scheduled for a frivolous and duplicitous hearing
at;
11:00
a.m.
on August
1, 1985.
However, the Board notes that
there
are substantial problems with the complaint
as filed,
such
that Mr. Adams may wish to amend his complaint before that
hearing.
The specific violations alleged
in the complaint appear only
to be references to Environmental Protection Agency rules.
The
complaint must reference the applicable provisions
of the
Pollution Control Board’s Rules and Regulations and/or the
Environmental Protection Act.
Furthermore, several of Mr. Adams allegations are not within
the Board’s jurisdiction and,
thus, cannot be enforced by the
Board.
Overcharging customers and blaming homeowners
for
stealing water
are two such allegations which are beyond the
Board’s authority.
