I dissent

matter for procedural reasons only.

I was

furnished a copy of the proposed Resolution and Order

of the

Board at the meeting, and was given a copy of the pertinent

Federal Register during consideration of the matter.

I did not

have sufficient time to compare the Federal Register with the

proposed Resolution and Order of the Board.

Being unprepared

to

cast an intelligent vote,

I cast my vote no.
