    Board by Russell and Hazel Treat.
    The Respondent was

    mail and telephone regarding this deficiency~
    During these
    communications,
    it became apparent that the
    Treats desired
    an informal, rather than a formal, complaint
    proceeding before
    the Boards
    On August 20, 1984,
    the Treats
    filed an informal
    complaint
    The formal
    complaint docketed as
    PCB 84~94
    is dismissed
    without prejudice~
    The Treats
    shall
    not
    be precluded
    by
    this
    Order from
    pursuing a formal
    complaint
    in the
    future if they
    desire
