Board proposed to adopt a new rule,

Ill. Adm. Code 901.113.
First notice of this proposal was published at 8 Ill. Reg. 508L
April
20,
1984.
The first notice comment period ended on June 4~
1984.
The Administrative Code Unit submitted a comment on
April
20, 1984 concerning Illinois Register first notice format,
Wagner Casting commented on a question directed to it in the
first notice opinion~ whether the replacement of
1 or more
hammers of varying
size would cause the petitioner
to exceed the
estimated noise levels stated
in prior testimony.
The
Wagner comments were received on May
17.
1984.
Wagner
states that it currently has no plans to replace any of the
hammers,
However,
it further states that the replacement of
1 or
2 of the existing
9 Erie drop forge hammers
with similar hammers
or the addition of a tenth backup hammer would have minimal
effect on the level of sound emitted from the
forge shop.
No
comments were received from the Illinois Environmental
Protection
Agency.
The
Board therefore directs that second
notice
of the following
