    Pursuant to Section 9.1 of the
    Illinois Environmental
    Protection Act, the Board is required
    to adopt amendments
    “in substance identical~to the federal
    national emission
    standards for hazardous air pollutants.
    The Board
    will do so
    through incorporation by reference of the
    federal
    amendments as
    peremptory rules.
    ORDER
    The Board hereby adopts the following
