The record here is persuasive to provide Alton the relief

they have requested, and I agree with the result.

However,

I

respectfully dissent from the language of the Order in that it

totally eliminates effluent limits

for total suspended solids

and iron applicable to Alton~sdischarge.

I would have im-

for those parameters at a level where

Alton’s present discharges could reliably comply, in a
