    as amended pursuant to
    Public Act 82—393 and codified, was ordered to First Notice on
    March
    4, 1982 and published in the Illinois Register on April
    2,
    1982.
    It was further amended in response to public comments
    received during that forty—five day period and ordered to Second
    Notice on July 1,
    1982.
    The Joint Committee on Administrative
    Rules issued a Certificate of No Objection on August
    17,
    1982.
    Certification as to the codified format has been requested
    from the Secretary of State,
    State Library, Administrative Code
    Unit on August 30,
    1982.
    The following regulations are hereby
    adopted by the Board as final in this matter.
