    ORDER OF THE BOARD
    (by D. Anderson):
    On October 19,
    1981 John Deere Foundry, Deere
    & Company
    filed a petition for regulatory change requesting an amendment
    to Rule 203(1) (11)
    in order to set a site specific thermal
    discharge standard for Sugar Creek
    and
    its unnamed tributaries
    in Rock Island County.
    The Board will docket the proposal;
    however, the proposed language is deficient for the reasons
    which appear below.
    Petitioner has filed a related variance petition
    (PCB
    81-163).
    From the facts alleged in that case it appears that
    Sugar Creek is
    a direct tributary of the Mississippi River north
    of the Rock River.
    The location of the discharge point should
    oe specified by township, range
    and
    section or some other refer-
    ence.
    In addition, the proposal to set a standard for all the
    tributaries may be unnecessarily broad.
    The Board has proposed
    to codify Chapter
    3
    (R81-3, Order of
    August 20, 1981).
    The Board requests that Petitioner propose
    language in codified form.
    The Board will tentatively assign
    to this proposed rule Section 303.331.
    The Board~sstaff will
    ~e available to assist Petitioner in drafting acceptable
    language.
    The proposal will be subject to dismissal unless an
    amendec’~
    roposal meeting the above requirements is filed within 45 da’s
    of the date of this Order.
