The Board proposes to revise Chapter
3:
Water Pollution to
conform with codification regulations adopted by the Secretary
of State

Parts
I through IX and Part XII of Chapter
3 will be codi-
fied as Parts 301 through 310 of Title
35, Subtitle C, Chapter
I.
Existing Parts
I, IV, V, VI, VII, VIII and XII can be codified
largely by renumbering the old rules.
Parts II,
III and IX re-
quire more modification.
The old rules specifying water quality standards in Part II
have been made subparts of Part 302.
Explanatory sections have
been added to introduce subparts.
Site specific rules and water
use designations have been moved to Part 303.
These have been
grouped with the existing water use designations of Part III and
arranged geographically by river basin.
This is
in anticipation
of a pending proposal to adopt water quality standards by river
basin throughout the state
(R79—6).
Parts IV, VII and IX reflect amendments which are being
adopted in R76-21.
Modification prior to adoption will neces-
sitate modification of this proposal.
Part IX has been codified by breaking existing rules into
several sections.
Some rearrangement has also been done.
The
subparts have been divided into “sub-subparts” with space re-
served for additional rules.
A draft copy of Subtitle c is available from the Clerk.
Because the changes are slight and the text lengthy, the Board
will not set it forth in this Order or print the text in the
Opinions.
The Board will provide in the Environmental Register
notice of its proposal to codify old Chapter 3.
Copies of the
draft will be mailed to
anyone
requesting a copy.
Persons de-
siring to comment may do so within forty—five days of the date
of this Order.

The Secretary of State’s Rules provide a method for codifica-
tion of rules without substantive changes
(1 Ill.
Admin. Code
§160.1103).
The Board proposes to follow this abbreviated pro-
cedure.
The Board will at this time submit a copy of the draft
to the State Library for approval.
The Board will consider corn-
merits and the State Library’s recommendation prior to adopting
a declaration that no substantive changes have been made
(1 Ill.
Admin. Code §160.1103).
