ORDER OF THE BOARD (by J.D.
Durnelle):
On July 7,
1981, the Illinois Environmental Protection
Agency
(Agency) filed a motion for extension of time until
November 30,
1981 to submit additional
amendments to its proposal
herein.
Numerous grounds are given for this extension, the most
important of which are:
1.
Significant and substantial written comments from
the general public concerning the original proposal;
2.
Resignation of the Illinois Environmental Protection
Agency’s (Agency) Division Manager of the Division
of Land Pollution Control;
3.
The reassignment of the Agency’s staff attorney
previously responsible for representing the Agency
in this matter;
4.
The need to incorporate an Open Dump Inventory
program into the proposal which the Agency is in
the process of implementing;
5.
The need to incorporate a landfill siting bill which
was recently passed by the state legislature;
6.
The Agency’s need to spend considerable time imple-
menting the Resource Conservation and Recovery Act
and Underground Injection Control programs within
the next few months; and
7.
The possible need to consider changes
in the proposal
based upon other legislation which is awaiting the
Governor’s signature.
For these reasons the Board hereby grants an extension
until November
1,
1981 for the Agency to submit an amended
proposal.
The Board notes, however, that some of the testimony at
the first four hearings may become irrelevant due to changes
in the proposal.
In order not to burden the record unnecessarily,

the Board requests the Agency to submit any amendments to
the
proposal with a motion to strike irrelevant portions of the
existing testimony,
if any.
