    Although the petition
    is somewhat ambiguous, the Board construes
    this petition, filed April
    24, 1981,
    as seeking a variance from Rule
    962(a) of Chapter 3, rather than as an appeal of a permit denial.
    The
    petition fails to join the owner of the sewage treatment plant, a
    necessary party, as a party petitioner or respondent.
    If an amended
    petition curing this deficiency is not filed within 45 days of the
    date of this Order, this action will
    be subject to dismissal.
