    On April
    16,
    1981 the Board received from the Joint
    Committee on Administrative Rules
    (JCAR) a certification of
    no objection to proposed rulemaking in this matter dated April
    14,
    1981.
    Thus, the second notice period ended on that date.
    Upon the recommendation
    of the JCAR the Board has agreed
    to add language to the rulemaking indicating
    that Rule 950
    will
    not
    take effect until
    the Illinois Environmental Protection
    Agency
    (Agency) has adopted rules to administer this permit
    program.
    Thus,
    the Board amends Rule
    972 of Chapter
    3:
    Water
    Pollution,
    to read as follows
    (new language is underlined;
    deletions are stricken):
    972 Effective Date
    a.
    The effective date of this Subpart B shall be the date
    of filing with the Secretary of State on an emergency
    basis.
    b.
    Notwithstanding
    (a), above,
    Rule 950 shall become effective
    at such time as the Agency adopts criteria
    to administer
    the permit program contained therein.
    The Board hereby adopts the Proposed Opinion and Order
    of the Board which was issued on March
    19, 1981 as the final
    Opinion and Order
    in this proceeding except to the extent as
    it
    is modified by this Order.
