    ORDER OF THE BOARD

    On February 13,
    1981 the Illinois Environmental Protection
    Agency (Agency) moved the Board to overrule in part the hearing
    officer Order of January 23,
    1981 herein.
    Insofar as that Order
    may be interpreted to forbid the reading of written statements
    prepared in advance into the record by someone who is ready,
    willing and able to undergo cross-examination on the content of
    such statement, the Order is hereby expressly overruled.
    Insofar
    as the Order may be interpreted to forbid the reading of a written
    statement into evidence by a person not prepared to undergo cross-
    examination on the content of the statement the Order is hereby
    upheld.
    IT IS SO ORDERED.
