January
7,
1980
the
City
of
Rochelle,
proponent
of
R78—15, moved
to sever its site—specific proposal
from
the
above~-consolidatedproposals after completion of hearing.
Only
one
involved
participant,
the
Illinois Environmental Pro—
tection Agency (Agency), responded to the motion;
the Agency
had
no objections to severance.
The motion is granted not for reasons stated by Rochelle
but because after hearings are completed all the regulations
will be
“severed” for purposes of orders and opinions.
The
Board points out, however, that severance by itself may not
lead to the “quick and separate” action on the proposal as
Rochelle believes,
