would be considered by the Board as a regulatory proposal.

The hearing officer informed Attorney Harsch that it was her

opinion that

same constitutes an amendment to Ashland~sand,

by motion for designation as an original participant allowed

Amended proposals are as fully considerable by the Board

at hearing as original proposals.
