    ORDER OF THE BOARD
    (by Dr.
    Satchell):
    1.
    Petitoner Department of the Army,
    Savanna Army Depot,
    is granted, pursuant to Rule 505,
    a variance from
    Rules 202(b)
    and 502(a) of Chapter
    2:
    Air Pollution
    to permit open burning of 1800 pounds of M2 explosive
    propellant,
    subject to the following conditions:
    2.
    Petitioner shall burn only the 1800 pounds of M2
    explosive propellant presently stored on the site.
    3.
    This variance shall expire one year from the date of
    this Order or whenever the last such M2 explosive
    propellant is destroyed, whichever occurs
    first.
    4.
    During the time of such burning the Petitioner shall
    have
    at least two trained men on the site who shall
    be equipped with adequate fire fighting equipment to
    provide fire protection.
    5.
    The burning shall be conducted under the direction of
    personnel trained in explosive burning procedures and
    shall be carried out between the hours of
    8 a.m.
    and
    3 pm.
    6.
    Petitioner shall notify
    the Agency’s Region
    I Rockford
    office by telephone
    (815—987—7750)
    on the day before
    the scheduled burning.
    7.
    Petitioner shall not conduct open burning if ambient air
    quality or weather conditions are not
    favorable.
    The
    manager of the Agency’s Region
    I office or his represent-
    ative shall have the right to determine whether air
    quality or weather conditions are not favorable.

    8.
    The Petitioner shall within forty-five days of the date
    of this Order, execute and forward to the Air Pollution
    Control Division, Environmental Protection Agency,

    Springfield,
    Illinois 62706,
    a Certifi-
    cate of Acceptance and Agreement to be bound to all
    terms and conditions of this variance.
    This forty-five
    day period shall be held in abeyance for any period
    this matter is being appealed.
    The form of the certif-
    icate shall be as follows:
