    ORDER OF THE BOARD
    (by Mr. Dumelle):
    On September 29,
    1978 Petitioner requested an extension
    of time until November 18, 1978 to file
    a compliance schedule.
    In a prior Order dated July 20, 1978 in Citizens Utilities
    Company of Illinois v. EPA, PCB78-123, the Board had required
    the schedule to be filed by October 1, 1978.
    On October 18,
    1978 Petitioner requested, in the alternative, that the Board
    incorporate the entire record of PCB78-123 into a new variance
    proceeding and issue a new Order with a corrected date for filing
    a compliance schedule.
    The request for an extension is hereby considered a
    petition for a variance from the Board’s Order dated July 20,
    1978.
    The record in PCB78-123 is hereby incorporated into this proceed-
    ing, including the provision in which Petitioner waives its right
    to a hearing.
    The ninety
    (90) day statutory decision period
    shall run from the date of this Order.
