    ORDER OF THE BOARD
    (by Mr. Goodman):
    On April 12,
    1978,
    the Environmental Protection Agency
    (Agency)
    filed a Motion for Sanctions against the City of Oregon
    (City).
    In
    its Motion,
    the Agency alleges
    that it served Interrogatories and a
    Request for Production of Documents upon the City.
    The City did
    not respond.
    On March
    29,
    1978,
    the Hearing Officer herein entered
    an Order requiring answers within 10 days,
    and the City still failed
    to respond.
    In addition, the City has filed no response to the
    Motion for Sanctions.
    The City has chosen to ignore the Board’s Procedural Rules and
    has totally disregarded a Hearing Officer Order..,
    Since the City has
    also chosen not to respond to the Agency’s Motion,
    the Board can find
    no justification for the City’s refusal to answer the Agency’s Inter-
    rogatories.
    Therefore,
    in accordance with Procedural Rule 701,
    the
    Agency’s Motion
    is granted.
    The Board hereby orders that:
    1.
    That Respondent the
    City of Oregon shall be
    debarred from filing any pleading relating to the follow-
    ing issues:
    a) description and operation of Respondent’s
    public water supply system;
    b)
    modifications to said system and the cost
    of modification;
    c)
    the construction, installation and cost of
    chlorination equipment;
    d)
    the presence or absence of contaminants in
    Respondent’s public water supply system;

    e)
    the availability of funds to install chlori-
    nation equipment.
    2.
    That Respondent the City
    of
    Oregon be debarred
    from introducing at the hearing
    in
    this
    matter
    any
    testi-
    mony or other evidence relating to the following issues:
    a)
    description and operation of Respondent’s
    public water supply system;
    b)
    modifications of said system and the cost of
    modification;
    c)
    the construction, installation and cost of
    chlorination equipment;
    d)
    the presence or absence of contaminants in
    Respondent’s public water supply system;
    e)
    the availability of funds to install chlorination
    equipment.
