29, 1977, the Board
entered an Order
in this
matter setting a
30-day public
comment period on the Proposed
Final Draft in
this matter, and ordered
publication of that Pro-
posed Final Draft.
The Board also adopted
its Opinion
~n this
matter at that time.
The Proposed
Final Draft was published
in Environmental
Register #157,
on October
17,
1977.
All
public comments received
were favorable.
The Board
therefore adopts as final the
following changes to
the Air Pollution
Regulations.
ORDER
Rule 203(d)
of
Chapter
2:
Air Pollution of the Pollution
Control Board
Rules and Regulations shall be
amended by addition
of a new part 203(d)
(10),
as follows:
(10)
Certain Small
Iron-Melting
Air Furnaces.
Rules
203(b)
ancF2O3(c)
shall not apply to iron-melting
air furnaces
if all the following
conditions are
met:
(A)
The air furnace
was
in
existence prior
to April 15,
1967, and
is
1.ocn Led
in
Hoopeston, Vermilion County,
illinois;
and,
(B)
The air furnace process
weight rate
is
less than or equal to
5,000 lbs/hr;
and,

(C)
Th~ air furnace as of November
23, 1977,
(t~ effective date of this subparagraph),
either:
(i)
is
in corooliance with the following
Table 2,3~l; or
(ii)
is in compliance with the terms and
conditions of a variance granted by
the Pollution Control Board, and con-
struction has commenced
on equipment
or modifications sufficient to achieve
compliance with Table 2.3.1.

The average emission rate
is computed by dividing
the sum of the emissions during operation by the
number of hours of operation,
excluding any time
during which the equipment
is
idle.
For process weight rates 1iste~ in Table 2.3.1,
straight line interpolation between two consecutive
process weight rates shall be used to determine
allowable average emission rates.
