    The Amendment to the Petition filed May 31, 1977 in
    answer to the Board Order of May 12,
    1977 is not adequate.
    The Petitioner has the burden of proof in a variance proceeding
    and should itself obtain and submit non—conclusory information
    on the condition of the receiving stream.
    What the Board desires
    to know is whether sludge deposits or algae growth are present or
    whether odors
    are being emitted from the stream,
    etc.
    Petitioner shall
    file
    a second Amended Petition within
    45
    days from the date of this Order in answer to the above.
