    On its own Motion, the Board determines that the instant
    matter
    is more properly decided as an adjudicative matter under
    the provisions of Rule 410(c) of Chapter
    3: Water Pollution.
    In
    a separate Interim Order entered today, under Docket No. PCB 77-82,
    we have accordingly set the case for hearing.
    Docket No. R77-1 is
    therefore dismissed.
    IT IS SO ORDERED.
