    Petitioner on December
    9,
    1981 filed a petition requesting
    a variance from Rule 604 of the Board~sChapter
    3:
    Water
    Pollution in order to obtain a permit to connect to the City of
    Pontiac
    (Pontiac) sewage system.
    On December 17,
    1981 the Board
    ordered that petitioner join Pontiac, as a necessary party in
    this matter.
    Petitioner has failed to join Pontiac and the
    ninety day decision period has nearly expired.
    Pursuant to
    Rule 701(c) (1)
    of the Board’s Procedural Rules, this action
    is dismissed without prejudice.
