    ORDER OF THE BOARD
    (by Mr. Young):
    On October
    6,
    1978, the Environmental Protection Agency
    filed a Motion to ~ccept Abbreviated Hearing which took place
    on September 26,
    1978, without a court reporter to transcribe
    the proceedings at the hearing.
    Section
    32
    of the Act and Procedural Rule 328 clearly
    establish that the Board must provide a court reporter to
    transcribe the entire hearing and file
    a complete transcript
    with
    the record for public inspection.
    Since there is no
    provision for waiver of this requirement,
    the Board must
    necessarily deny this Motion and order the Hearing Officer
    to reschedule this matter
    for hearing to receive the stipu-
    latiori and settlement agreement and to accept public
    corrtrnent,
    if
    any.

    SO ORDERED.
