This matter comes before the Board
upon
a May 18, 1984
petition
for variance
filed on behalf of the
Continental Grain
Company.
Variance is requested for nine
facilities located
in eight
different counties,
some of which are,
apparently,
out of
compliance with the grain handling rules
and others of
which
may or
may not be
in compliance.
Hearing
has been neither
waived nor requested
and compliance costs,
compliance plans
and
environmental impacts are either
not discussed
regarding
individual
facilities or are not discussed at
all~
Some of these difficulties arise
from
addressing nine
facilities
in a single variance petition,
and
even further
problems can be anticipated
if hearing
is
requested regarding
all facilities,
Given the noted deficiencies,
the
problems
inherent in multiple facility variance requests,
and for reasons
of administrative convenience, the Board hereby
dismisses the
petition as inadequate with leave to refile
separate petitions
which cure the above~noteddefects.
