    1978 Borden Chemical Company filed a
    petition for regulatory change concerning Rule 203.1 of
    Chapter 3~ Water Pollution Regulations.
    The Board
    finds the statement of reasons adequate.
    The 200
    signature requirement of Section
    28 of the Environmental
    Protection Act will be waived and the matter will be set
    for hearinqs.
