BOARD GOES TO SECOND NOTICE ON R90-16,
CORRECTION TO 35 ILL.ADM.CODE 102.162
On September 13, 1990, the Board adopted (7-0) the
second notice order in R90-16 Correction to 35 Ill. Adm. Code
102.162. This rulemaking simply corrects an administrative
error made when the Board filed its new procedural rules
governing rulemaking proceedings, adopted in R88-5(B).
Section 102.162 "Notice of Hearing" was not included in the
filing with the Secretary of State, although that section was
published in the Illinois Register. (See 14 Ill.Reg. 9226.) In
order to correct this error, the Board opened the R90-16
docket for the sole purpose of properly filing Section 102.162
with the Secretary of State. This rulemaking has been sent to
the Joint Committee on Administrative Rules for the second
notice review period. Questions on this proceeding may be

BOARD AND STAFF ACTIVITIES
Board Member Ron Flemal gave the keynote address at
the annual meeting of the Illinois Association of Westewater
Agencies (formerly Illinois Association of Sanitary District),
held at Galesburg, Illinois on September 12-14.
Board Member Jacob D. Dumelle, who has served as a city
manager (Lebanon, N.H.) and as assistant to two city
managers (Brookfield, IL and Peoria, IL), has been listed in the
1990-1991 issue of Who's who in Local Government
Management. He has also served on the Oak Park
Environmental Commission since 1971 and is currently its
chairman.
Mr. Dumelle spoke on "Industry or Cars?" to the
Chemical Coatings Association in Naperville on September
20th. He will speak on "Environmental Problems Toady;
Health Problems Tomorrow..." on October 18th at the
University of Illinois College of Medicin, 1601 Parkview
Avenue in Rockford. The talk is at 7:30 p.m. Pre-registration
is necessary before October 15th by calling (815) 395-5592.
There is no charge.
On September 29th, Chairman Marlin spoke at the
Illinois Manufacturer's Association of Envrionmental
Compliance Confrerence on current Legislative and Regulatory
issues.
On September 12th, Chairman Marlin spoke at the
Illinois Environmental Regulatory Conferenc in Chicago,
sponsored by Katen, Muchin & Zavis and the California
Business Law Institute on Trends and Environmental
Regulations.
