    ORDER OF THE BOARD (by W.A. Marovitz):
     
      
    The Illinois Environmental
    Protection Agency (Agency) issued two administrative
    citations in June 2003 against Olen G. Parkhill, Jr. (Parkhill), one for each of two separate
    properties allegedly operated by Parkhill in Mahomet, Champaign County. Each citation alleges
    that Parkhill has caused of allowed the open dumping of waste resulting in litter, open burning,
    and construction or demolition debris deposition. Parkhill timely appealed each citation to the
    Board. The appeals were separately docketed as AC 03-33 and AC 03-34.
     
    On September 22, 2003, the Agency filed a motion to consolidate the two appeals for
    hearing. Parkhill has not responded to the motion. The Agency states that the two cases have
    the same parties, the same main witnesses for the Agency, and the same burden of proof.
    Hearing in each case is scheduled to take place four days from today, on October 6, 2003.
     
    The Board finds that consolidating the two cases for hearing will aid in the convenient,
    expeditious, and complete determination of the claims. No material prejudice will result from
    consolidation. The Board accordingly grants the Agency’s motion to consolidate.

    Adm. Code 101.406, 101.500(d). The two proceedings are therefore consolidated for purposes
    of hearing, but not necessarily for decision.
