ORDER OF THE BOARD (by E.Z. Kezelis):
On September 25, 2000, the parties filed a joint notice of extension of the 35-day
period to appeal a decision of the Illinois Environmental Protection Agency. On October 5,
2000, the Board granted petitioner an extension of the time period for filing an appeal in the
matter until November 21, 2000. On November 21, 2000, an environmental consulting firm
filed a petition for review on behalf of the petitioner.
On December 7, 2000, the Board granted petitioner 30 days, that is on or before
January 6, 2001, in which to retain an attorney and for that attorney to file an amended petition
    on its behalf.
On January 5, 2001, Robert L. Johnson, an environmental consultant, filed a letter with
the Board stating that the petitioner would not be filing an amended petition in this matter.
Under Section 101.400 of the Board’s new procedural rules, non-lawyers cannot appear on
behalf of or otherwise represent parties in adjudicatory matters. 35 Ill. Adm. Code 101.400.
The Board notes, nonetheless, that petitioner failed to file an amended petition for review
within the time provided. Accordingly, the Board dismisses this matter and closes the docket.
    IT IS SO ORDERED.

I, Dorothy M. Gunn, Clerk of the Illinois Pollution Control Board, hereby certify that
the above order was adopted on the 15th day of February 2001 by a vote of 7-0.
