    (Adjusted Standard - Water)
ORDER OF THE BOARD (by R.C. Flemal):
On January 16, 1997 the National Steel Corporation Granite City Division (GCD) filed
a petition for an adjusted standard from the Board’s water quality standard relating to
ammonia. On January 23, 1997 the Board found the petition deficient and ordered GCD to
file an amended petition curing the deficiencies within 45 days, or the petition would be
subject to dismissal. On March 3, 1997 GCD filed a motion for temporary stay of
proceedings for 60 days from the Board’s January 23, 1997 order. GCD states that it is
currently in negotiation with the Illinois Environmental Protection Agency which may lead to
the withdrawal of the instant petition for adjusted standard. The Board grants GCD a stay of
the Board’s January 23, 1997 order until May 5, 1997. As a result, if GCD does not file an
amended petition by May 5, 1997, the petition for adjusted standard filed on January 16
    th
    will
    be subject to dismissal.
Additionally, on February 18, 1997 Kathy Andria, President of the Madison County
Conservation Alliance, filed a request for public hearing on the instant petition. The Board
reserves ruling on this request for hearing as the Board has found GCD’s original petition to be
deficient. However, if GCD does file an amended petition by May 5, 1997, and publishes the
requisite notice of that request for adjusted standard, the Board will entertain Ms. Andria’s
request for hearing. The Board notes that in the original petition for adjusted standard, GCD
    did request a hearing.
Finally, on February 4, 1997 Chester Babst III, Donald Bluedorn II, and Gregory
Timmons appearing on behalf of GCD, filed a joint motion for appearance
    pro hac vice
    . The
    Board hereby grants that motion.
    IT IS SO ORDERED.
Board Member Kathleen M. Hennessey abstained.
I, Dorothy M. Gunn, Clerk of the Illinois Pollution Control Board, hereby certify that
the above order was adopted on the _____ day of ___________, 1997, by a vote of
    ______________.
