    ORDER OF THE BOARD (by J. Theodore Meyer):
    This matter is before the Board on a November 12, 1996 Motion for Extension of Time
    to File Motion to Dismiss filed by respondent, Shell Oil Company (Shell). Shell requests
    additional time so that the parties may continue with settlement negotiations. Shell states that
    counsel for complainant has no objection to this request.
    The Board grants the motion and directs Shell to file its response to the complaint on or
    before December 9, 1996.
