    This matter is before the Board pursuant to a joint amended
    petition filed by Reynolds Metals Company
    (Reynolds)
    and the
    Illinois Environmental Protection Agency
    (Agency)
    on June
    13,
    1995.
    On April
    13,
    1995, the Board returned this case to hearing
    based on both Reynolds’ and the Agency’s agreement that after the
    U.S.
    EPA published a final rule applicable to Reynolds’ aluminum
    rolling operations,
    it was appropriate to lift the stay and
    proceed to hearing.
    The parties are before us now,
    filing an
    amended petition for an adjusted standard reflecting the final,
    federal rule, which we hereby accept.
