    On December 2,
    1993, the parties filed a status report
    pursuant to the Board’s order of August 26,
    1993.
    The report
    states that the parties have been exchanging proposals and
    counter proposals concerning a compliance plan and penalty
    issues, and that a meeting is being scheduled in the month of
    January,
    1994 for further discussion of these issues.
    Pursuant to their suggestion, the parties are directed to
    file an updated status report with the Board on or before
    February 6,
    1994.
