    On October 21,
    1992 the City of Morris filed an amended
    petition pursuant to the Board’s January 23,
    1992 order in this
    matter.
    The Illinois Environmental Protection Agency (Agency),
    as
    respondent, has failed to reply to the amended petition in spite
    of repeated verbal representations of its intention to reply.
    The Agency is hereby directed to reply to the amended
    petition before July
    1,
    1993, or to justify its continued delay
    to this Board.
    Failure to suitably respond to this order will
    result in forfeiture of the Agency’s opportunity to be heard in
    this matter.
