On September 16,
1992, Amoco filed a status report, as
ordered by the Board on June 23,
1992.
Amoco reports that it has
reviewed the draft NPDES permit prepared by the Illinois
Environmental Protection Agency (Agency),
and
had a telephone
conference with the Agency regarding the applicability of the
monthly averaging standard.
Amoco states that the Agency has
agreed to revisit that issue, provided that Amoco locates “an
appropriate regulatory standard” exempting Amoco from the monthly
averaging standard.
Amoco is in the process of researching
the
monthly averaging standard in preparation for further
negotiations with the Agency.
Amoco is directed to file an updated status report on or
before November 15,
1992.
The Board expects that that report
will show substantial additional progress, or resolution.
The
Board notes that the decision deadline in this
permit
appeal is
February 4,
1993.
