    This matter comes before the Board on the October 21,
    1991
    motion for leave to file instanter and Agency reply to Keystone’s
    response to Agency recommendation filed by the Illinois
    Environmental Protection Agency (Agency).
    In support of its
    motion the Agency states that important issues were raised by
    Keystone’s response and that a more complete record for the Board
    will result if the Agency is allowed the opportunity to reply.
    The Agency also states that “Keystone has represented that they
    do not object to the granting of this motion.”
    The motion is
    granted.
